Directives Governing the Transportation Fee for Students with Disabilities of National Taiwan Normal University

Approved at the NTNU Special Education Center meeting on July 23, 2025

  1. Legal Basis

Regulations Governing the Implementation of Transportation Services for Students with Disabilities who are Unable to Commute to and from School on Their Own (Amended by Order dated November 13, 2023).

The Table of Recurrent Funding Benchmarks for College and University Work Programs to Assist Students with Disabilities (Amended by the Order of October 18, 2023) in the Directives Governing the Implementation of the Subsidies to Colleges and Universities for the Enrollment and Assistance of Students with Disabilities by the Ministry of Education.

 

  1. Objectives

Provide transportation subsidies for students with major or severe visual impairment, physical impairment, physical illness, multiple disabilities, and other students with mobility problems who are unable to get to and from school on their own.

 

  1. Application Procedures

Eligibility (Applicants must meet the following three criteria):

  1. Applicants must be enrolled in the University and have a certificate issued by the Identification and Placement Committee and approved by the Ministry of Education.
  2. Students who are visually impaired, physically impaired, medically ill, or with multiple disabilities to the extent that they are unable to commute to and from school on their own.
  3. Students who do not live in the University’s dormitory.

 

Those who meet the eligibility criteria and wish to apply for transportation allowances shall apply to the Special Education Resource Office and fill out the “Application for Transportation Allowance for Students with Disabilities” (Appendix 1) before the announced deadline, and submit the application along with supporting documents to the Special Education Resource Office.

Within two weeks after the application deadline, the Special Education Resource Office will compile the application cases, arrange for professional evaluation and convene a preliminary review meeting, and then submit the proposal to the Special Education Implementation Committee for review, followed by submitting the review results to the Ministry of Education (MOE) in a booklet.

The Special Education Resource Office will notify the student in writing of the results of the review. Students who pass the review will receive a subsidy of NT$4,000 per semester for the current academic year. The subsidy for new students and current students will be paid in the following academic year. The subsidy for current students will be paid by the end of June and December each year.

 

  1. Review Criteria: The Center will arrange for a professional evaluation of students with disabilities and confirm that they are unable to commute on their own.

 

  1. Review Panel: A panel consisting of the Director of the Special Education Center, the Director of the Special Education Resource Office, professional evaluators, and counselors from the Special Education Resource Office; and students are invited to attend meetings as appropriate.

 

  1. The Directives shall be implemented upon approval at the Center’s meeting, and the same shall apply to any amendments.
