Directives Governing the Election of Special Education Student Representatives of the Special Education Promotion Committee of National Taiwan Normal University

Approved at the Special Education Implementation Committee meeting on June 14, 2018

Chapter 1 General Provisions

Article 1 (Legal Basis)

For the purpose of realizing the principle of popular sovereignty and cultivating the spirit of democracy and the rule of law among students, these Directives are formulated in accordance with Article 4 of the Regulations Governing the Establishment of the Special Education Promotion Committee of National Taiwan Normal University.

Article 2 (Election Principles)

The election shall be conducted in a general, equal, and direct manner and by secret ballot.

 

Chapter 2 Election Authority

Article 3 (Competent Authority)

The election of special education student representatives shall be supervised annually by the Election Committee.

Section 4 (Operation)

To conduct the election of special education student representatives of the Special Education Promotion Committee. 

Article 5 (Details of Operation)

The Election Committee shall be responsible for handling the following matters:

  1. Matters regarding the announcement of the election.
  2. Matters regarding the application and registration of candidates.
  3. Matters regarding the qualifications of candidates.
  4. Matters regarding the planning and execution of election campaigns.
  5. Handling of voting procedures for the election of candidates.
  6. Other matters regarding election planning and organization.

Article 6 (Composition of the Election Committee)

The Election Committee shall be composed of a Chairperson and a certain number of committee members.

Article 7 (Method of Election and Duties of the Chairperson)

  1. The Student Representative of the current academic year shall serve as the Chairperson.
  2. The Student Representative may be exempted from serving as the Chairperson under special circumstances, and a special education student may be appointed to serve as the Chairperson.
  3. The Chairperson is responsible for the overall management of the Election Committee.

Article 8 (Formation and Duties of the Election Committee)

The Election Committee members shall be appointed by the Chairperson from among the special education students to assist in carrying out the duties of the Election Committee.

Article 9 (Voting Methods of the Election Committee)

The Election Committee may decide on the following voting methods:

  1. Online Voting.
  2. In-person voting.

Article 10 (Regulations on the Form of Election)

Any method of voting shall be consistent with the principles of general, equal, and direct election by secret ballot.

 

Chapter 3 The Right to Vote and the Right to Stand for Election

Article 11 (Restrictions on Candidate Registration)

All special education students of the University are eligible to apply for registration as a candidate.

Article 12 (Requirements for Candidate Registration)

Candidates shall apply for registration within the prescribed period of time with the forms specified by the Election Committee. Candidates whose applications are not in compliance with the regulations or who fail to apply for registration within the prescribed period of time shall not be accepted.

Article 13 (Re-election of Candidates)

Candidates may be re-elected for consecutive terms.

Article 14 (Eligibility of Voters)

All special education students of the University are eligible to vote.

 

Chapter 4 Election Operations

Article 15 (Candidate Qualification Review and Number Drawing)

  1. Candidates’ qualifications shall be reviewed and announced by the Election Committee, and those who fail to meet the requirements shall be rejected for registration.
  2. The Election Committee shall conduct the drawing of lots to determine the numbering of candidates’ names. In case there is only one candidate, their number shall be one, and no lot drawing is required.

Article 16 (Release of Announcements)

The Election Committee shall publish the following announcements in accordance with the time periods specified below:

  1. Registration of candidates, which shall be announced three weeks before the polling day, and the registration period shall not be less than three days.
  2. Election announcement, which shall state the type of election, the designated polling place, the date of polling, and the starting and ending times of polling, and shall be released two weeks before the polling day.
  3. List of candidates, which shall be announced two weeks before the polling day.
  4. List of elected candidates, which shall be announced within three days after the polling day.

Article 17 (Uncontested Election)

When there is only one candidate running for election, the ballot shall be divided into the columns of “yes” and “no”.

Article 18 (Restrictions on the Election Period)

The election shall be completed two months prior to the expiration of the student representative's term of office.

Article 19 (Recognition of Winners of the Election)

  1. When the number of candidates is greater than the number of candidates to be elected, the candidate who receives the most votes shall be elected.
  2. In case of an uncontested election, the candidate who receives more favorable votes than unfavorable votes shall be elected.
  3. In the event that no candidate is elected, a re-election shall be held within two weeks from the date of the preceding voting.

Article 20 (Recognition of the Term of Office)

The elected representatives shall assume office on the date of the expiration of the term of office of the current representative. In case of re-election or re-voting, the term of office of an elected representative who is unable to assume office on the date of the expiration of the current term of office shall still be counted from the date thereof.

 

Chapter 5 Supplementary Provisions

Article 21

The Directives shall take effect on the date of promulgation.
