Regulations Governing the Election of Student Representatives Receiving the Special Education by the Special Education Promotion Committee at National Taiwan Normal University

Chapter 1 General Rules
Article 1 (Legal Basis)
The Regulations is enacted in accordance with Article 4 of the Regulations Governing the Establishment of the Special Education Promotion Committee of National Taiwan Normal University in order to practice the popular sovereignty and students’ spirit of democracy and rule of law.
Article 2 (Principle of Election)
The election shall be conducted by ordinary, equal, direct and secret ballot.
Chapter 2 Election Authority
Article 3 (Competent Authority)
The election of special education student representatives is conducted annually by the Election Committee.
Article 4 (Business)
To conduct the election of special education student representatives of the Special Education Promotion Committee.
Article 5 (Business Details)
The Election Committee shall carry out the following:
1. The election announcement.
2. Application for registration of candidates.
3. Examination and approval of candidates’ qualifications.
4. Planning and implementation of election advocacy.
5. Handling of the poll for candidates.
6. Other planning and handling of the election.
Article 6 (Composition of the Election Committee)
The Election Committee shall have one chairman and several election members.
Article 7 (Selection Method and Business of Chairman)
- The chairmanship of the Committee shall be held concurrently by the student representative of that year.
- In case of special circumstances, the student representative may be exempted from holding a concurrent position, and may designate a student in the Resource Room to hold a concurrent position.
- The Chairman shall be responsible for all businesses of the Election Committee.
Article 8 (Selection Method and Business of Election Committee Members)
Election committee members are selected and hired by the chairman from the students in the Resource Room to assist in the implementation of businesses of the Election Committee.
Article 9 (Election Mode of Election Committee)
The Election Committee may decide that voting shall take the following forms:
- Vote online.
- Live poll.
Article 10 (Rules for the Forms of Election)
All voting shall be in accordance with the principles of ordinary, equal, direct and secret ballot.
Chapter 3 The Right to Vote and Stand for Election
Article 11 (Restrictions on registration of candidates)
Those with voting rights who are qualified as Resource Room students may apply for registration as candidates.
Article 12 (Requirements for Candidate Registration)
Candidates shall prepare the forms prescribed by the Election Committee and apply for registration within the prescribed time. Forms that are not in conformity with the regulations, or not handled within the specified time, will not be accepted.
Article 13 (A Candidate May Be Re-elected)
Candidates who are qualified as Resource Room students may be re-elected continuously.
Article 14 (Voter’s Eligibility to Vote)
A voter who is qualified as a resource room student may vote.
Chapter 4 Operation of Election
Article 15 (Screening of Candidates and Order Draw)
- The qualifications of a candidate shall be examined, approved and announced by the Election Committee. Those who do not conform to the requirements are not allowed to register.
- The Election Committee draws lots for the name and order of candidates, If there is only one group of candidates, it will be No.1 and the draw may be exempted.
Article 16 (Announcement)
The Election Committee shall make public announcements during the following periods:
- The registration of a candidate shall be announced three weeks before the polling day, and the registration shall last not less than three days.
- An announcement of an election shall specify the type of election, the designated polling place, the date of voting and the start and end time of voting, and shall be published two weeks before the polling day.
- The list of candidates should be announced two weeks before the polling day.
- The list of elected persons shall be announced within three days after the polling day.
Article 17 (Uncontested Election)
When there is an uncontested election, ballot papers shall be divided into columns of agree and disagree.
Article 18 (Restrictions on Election Processing Schedule)
The election shall be completed two months before the expiration of his/her term of office.
Article 19 (Confirmation of Being Elected)
- In case that the number of candidates is greater than the number of candidates to be elected, the group whose candidate receives the most votes shall be elected.
- In case of single-candidate election, a candidate shall be elected if the number of yes votes exceeds the number of no votes.
- If no person is elected, a rerun of the election shall be held within two weeks from the date of polling.
Article 20 (Confirmation of Tenure)
The elected person shall take office on the date of expiration of the current representative’s term of office. If the person elected by a rerun election or poll fails to take office on the said date, his/her term of office shall still be counted from that date.
Chapter 5 Supplementary Rules
Article 21 The Regulations shall go into effect on the date of their promulgation.
