Regulations Governing the Establishment of the Special Education Promotion Committee of National Taiwan Normal University

Approved at the 111th School Affairs Meeting on Nov. 13, 2014

 

Article 1

The Regulations Governing the Establishment of the Special Education Promotion Committee (hereinafter referred to as the Regulations) of National Taiwan Normal University (hereinafter referred to the University) is hereby formulated in accordance with Item 2, Article 45 of the Special Education Act and Item 2, Article 14 of the Articles of Association of the University.

 

Article 2

In response to the needs involving studying, mental status, life and career transition of students receiving special education, the University has integrated many kinds of on-campus/off-campus resources to provide relevant support services and established a Special Education Promotion Committee (hereinafter referred to as the Committee).

 

Article 3

The responsibilities of the Committee are as follows:

  1. To review the implementation of the University’s special education program or annual special education work plan.
  2. To review the allocation, application and implementation of the University’s special education funds.
  3. To coordinate the division and cooperation of administrative tasks of each divisions and office, school and department and integrate the on-campus/off-campus special education resources to provide students receiving special education with support services.
  4. To coordinate with the department to provide the enrollment test venues for students with mental or physical disabilities.
  5. To supervise the improvement of the on-campus accessible environment and the University’s accessibility web page.
  6. To supervise the self-assessment and regular tracking of special education.
  7. To review the individualized support plan, transportation vehicle or transportation subsidies as well as the minimum semester credits of the special individuals.
  8. Other business related to special education.

 

Article 4

The Committee has one convener, with the President serving concurrently, and one executive secretary, with the director of the Special Education Center serving concurrently. It has seven to fifteen committee members, consisting of administrative executives, teachers, students receiving special education, parents, etc., employed and serving for a term of one year. The appointment may be renewed. Members of any sex shall constitute more than one third of the total number of members referred to in the preceding paragraph, and may be invited to attend the meeting as non-voting delegates if necessary.

 

The convener may designate the Special Education Center to coordinate the planning, coordination and support services of assorted business, and appoint members to assist in supervising the recruitment and course affairs, student affairs and counseling, accessible environment and web pages, etc.

 

Members of the committee and part-time staff serve without fixed pay.

 

Article 5

The Committee Meeting shall be convened once every semester and the temporary meeting may be held if necessary, with the convener as the chairman. If the convener fails to attend the meeting to preside over the meeting, one person appointed by the convener or recommended by each committee member shall assume the position.

 

Decisions of the Committee shall be made with the consent of more than half of the members present.

 

When necessary, the Committee may invite experts, scholars or non-governmental organizations to attend the meeting for guidance or invite the students of relevant departments (divisions) or institutes or their parents to attend for the sake of furnishing necessary explanation.

 

The provisions of Articles 32 and 33 of the Administrative Procedure Act shall be applicable or quasi-applicable to the meeting and voting of the members of the Committee and the provisions on interest avoidance.

 

Article 6

Competent authorities of the University may assist in the execution of the decisions made by the Committee

 

Article 7

The Regulations has been approved at the School Affairs Meeting and submitted to the President for approval before the implementation. The same applies to any amendments.
