Directives Governing the Review of the Scholarships and Grants for Students with Special Education Needs of National Taiwan Normal University

Approved at the 7^th Special Education Center Meeting of 2022, July 14, 2022

1. For the purpose of providing encouragement and assistance to students with special educational needs, National Taiwan Normal University (hereinafter referred to as “the University”), in accordance with the Ministry of Education's Regulations Governing Scholarships and Grants for Students with Special Education, has formulated the Directives Governing the Review of the Scholarships and Grants for Students with Special Education Needs of National Taiwan Normal University (hereinafter referred to as “the Directives”).
2. Eligibility: Students enrolled in the University who have been issued valid special education student identification certificates by the competent authorities at all levels and who meet the eligibility requirements for special education services are eligible to apply for scholarships and grants with supporting documents in accordance with the following regulations:
   1. Scholarships shall be awarded to students who meet the following criteria:
      1. An average score of 80 or above in the previous academic year.
      2. A rank in the top 50% of the class. Yet, those who are enrolled in graduate institutes shall be exempted from the restriction of class rank.
      3. Excellent conduct without any adverse records.
   2. Grants shall be awarded to students who meet the following criteria:
      1. An average score of 80 or above in the previous academic year with a class rank of not in the top 50%, or 70 or above but less than 80.
      2. Excellent conduct without any adverse records.
   3. Scholarships shall be awarded to those who win the top five prizes or prizes equivalent to the top five prizes in government-approved international competitions or exhibitions, with supporting documents.
   4. Grants shall be given to those who have won the top three prizes or prizes equivalent to the top three prizes in government-approved domestic competitions or exhibitions, with supporting documents.

The aforementioned application shall be limited to once per academic year.

3. Application Period, Review Procedures and Amounts for Scholarships and Grants

1. Application Period: Applications for scholarships and grants shall be handled once a year in October.
2. Procedures: Students eligible for scholarships and grants shall fill out an application form and submit it to the Student Assistance Division of the Office of Student Affairs in accordance with the school's announcement. Students shall attach their academic transcripts for the first and second semesters of the previous academic year (class rank must be included), certificates of physical or mental disabilities, certificates of identification as students with special educational needs, records of awards and disciplinary actions for the academic year, and their personal seals or other documents that can prove their eligibility for scholarships and grants. The Special Education Center will review the application and send the results to the Student Assistance Division of the Office of Student Affairs. The final list of students who are awarded scholarships and grants will be announced centrally by the Student Assistance Division of the Office of Student Affairs.
3. Scholarships and grants are categorized as “mild” or “moderate or above” according to the level of the certificate of mental or physical disabilities, and those who do not possess a certificate of mental or physical disabilities are categorized as “mild”. The amount of scholarship or grant for each recipient is listed below:
   1. Scholarships: NT$30,000 for mild cases and NT$40,000 for moderate (or above) cases.
   2. Grants: NT$10,000 for mild cases and NT$20,000 for moderate (or above) cases.

4. Anyone who meets the eligibility requirements can apply for the grants stipulated in Paragraph 2 of Article 2 mentioned above. However, in case the number of applicants exceeds the number of grants available, the following criteria shall be used to rank the applicants: financial disadvantage shall be the first priority, and in case the same ranking, the students' grades, class rank, and the number of credits earned in the academic year concerned shall also be taken into consideration.
   1. Financial difficulties: Students who have financial difficulties at home or need to pay for living expenses and tuition fees on their own shall provide relevant supporting documents.
   2. Certification of professional skills: Students who have obtained professional licenses or certificates shall provide proof of such licenses or certificates for the academic year in which they were obtained.
   3. Participation in competitions or exhibitions: Students shall provide proof of participation in competitions or exhibitions in the academic year concerned.
   4. Awards for student leaders: Students shall submit a certificate of their leadership (e.g., student representative of Special Education Implementation Committee, Student Association, clubs, and departmental societies) for the academic year in which they served in such positions.
   5. Public services: Students shall submit proof of service or volunteer work in the academic year in which the student participated in these services or volunteered to help others.
   6. Participation in internal and external activities: Students shall provide proof of participation in internal and external activities (e.g., study activities, course presentations, seminars, etc.) during the academic year concerned.
5. Priority shall be given to those students who are not receiving any other scholarships from the University or the government in the current semester.
6. The funds required for these scholarships and grants shall be allocated from the annual budget of the University.
7. The Directives shall be implemented after approval by the Special Education Center, followed by review and approval by the Special Education Implementation Committee, and the same shall apply to any amendments.
