Implementation Plan for On-campus Work-study for Students with Disabilities, Special Education Center, National Taiwan Normal University

  1. Legal Basis: In accordance with the provisions of the People with Disabilities Rights Protection Act.

  2. Objectives: For the purpose of taking care of students with disabilities, the program helps students to understand the working environment of the school and the nature of public services through practical experience, enhances the opportunities for exploring future career aptitudes, and develops the knowledge of career planning.

  3. Program Goals: The number of persons with disabilities employed shall not be less than 3% of the total number of employees (In case the monthly salary reaches at least one-half of the monthly basic salary under the Labor Standards Act, the number of persons with disabilities employed shall be counted as one for every two persons employed as well as for the total number of employees).

  4. Source of Funding: Grants for the appointment of persons with disabilities in the University's operating fund.

  5. Implementation Methods:

(1) Eligibility: All current students with disabilities.

(2) Place of service: All units of the University.

(3) Service scope: Administrative work.

(4) Service hours: 80 hours or 40 hours per month, depending on the service unit's operational needs.

(5) Financial aid (including self-payment for labor insurance, pension, and health insurance):

(a) The grant shall be calculated on a monthly basis. For those who have worked 80 hours per month, the grant is the basic salary. For those who have worked 40 hours per month, the grant is equal to one-half of the basic salary.

(b) For those who have not served 80 or 40 hours per month, the grant shall be paid proportionally according to their actual hours of attendance.

(6) Matters to be addressed within the unit

(a) On the day when the part-time work-study students with disabilities (hereinafter referred to as work-study students) report to the service unit, the General Services Division of the Office of the General Affairs shall handle the registration for the national health insurance, labor insurance, and the contribution to the labor pension.
(b) The service unit shall create a payroll register for work-study students before the 10th day of each month, and submit it, together with the attendance record form (Appendix 1) and the work evaluation form (Appendix 2), to the Cashier Division to handle the payment of salaries to students' accounts.
(c) The service unit shall refer to the Guidelines for Reporting for Work (Appendix 3) for supervision and appraisal.

  1. Learning and Empowerment

(1) The Center arranges work-study opportunities and environments suitable for students with disabilities, and designates specialized staff to supervise and assist students with disabilities in overcoming obstacles in the workplace, and to help students with disabilities handle interpersonal relationships in the workplace and respond to situations in the workplace.

(2) Prior to joining the program for the first time, students are required to take the basic course offered by the Special Education Center for a total of 8 to 10 hours. In case of special circumstances that require students to start work-study first, they are expected to make up the hours of the basic course as soon as possible.

(3) In addition to the above-mentioned basic training, each student is expected to fulfill the requirements related to learning and empowerment. Failure to do so shall affect the eligibility to participate in the program.

(a) Attend 10 hours of workplace or job-related courses per year.
(b) Attend at least 1 supervision meeting (individual or group) for each semester.
(c) Submit one work-study report (1000 words or more) for each semester.

 

 

  1. Funding: Apart from the operating units and the work-study students enrolled in the program, the remainder of the funds may be used to subsidize one-half of the salary of the part-time staff members with disabilities employed by the University.

  2. Implementation date: This program shall be implemented as passed by the Special Education Implementation Committee and approved by the President, and the same shall apply to any amendments.

Appendix 3

Guidelines for Reporting of Part-time Work-study Students with Disabilities, National Taiwan Normal University

  1. Upon confirmation of employment, the service unit shall handle the matters related to the employment (including the submission of attendance record and monthly appraisal form), and the Special Education Center shall activate the counseling mechanism.
  2. Description of learning and empowerment for work-study students:

(1) Prior to joining the program for the first time, students are required to take the basic course offered by the Special Education Center for a total of 8 to 10 hours. In case of special circumstances that require students to start work-study first, they are expected to make up the hours of the basic course as soon as possible.

(2) In addition to the above-mentioned basic training, each student is expected to fulfill the requirements related to learning and empowerment listed below:

  1. Refer to the Career Calendar set up by the Center (Sources of courses include: the University, the Youth Career Development Center, etc.).
  2. Service units may arrange their own job-related courses.
  1. Upon confirmation of employment, the student will join the Special Education Center’s Line group for work-study students.
  2. The Special Education Center will set up a cloud folder for each work-study student, and students shall register their training hours and submit their assignments by themselves.

Attend at least 1 supervision meeting (individual or group) for each semester.

Meetings are organized by the Special Education Center, and relevant staff from the division are invited to attend as necessary to be informed of the status of the student's work-study.

Submit one work-study report (1000 words or more) for each semester.

A specific topic (e.g., reflecting on the gains from the work-study and how they have inspired your career, etc.) will be assigned by the service unit or the Special Education Center.

  1. In the event that difficulties are encountered following the hiring of a student with disabilities, the service unit may request for counseling services, and the Special Education Center will intervene to communicate and provide counseling to enable career readiness services to be provided in a timely manner, thus upholding the purpose of this program and enabling students with disabilities to gain valuable experience in their work-study endeavors.
